MHPC's Testimony: True or Untrue? A "Thank You" Form Letter - Yes or No The "thank you" form letter sent by MHPC's Bill Becker in response to a TABOR donation was damning. As the document was released, Becker initially admitted it was a form letter to the media, then recanted. Later, in a written request from the Ethics Commission staff, MHPC's counsel Dan Billings was asked about this specifically: Is
the Nov 6 letter from Bill Becker a form letter used by the MHPC to thank donors
for contributions or other funds given to promote TABOR? Billings' reply: No. Enclosed marked as Exhibit B is a copy of the form letter used by MHPC to thank contributors. As you can see, changes were made to the regular form letter to recognize...expressed interest in MHPC's work related to TABOR. It is MHPC's practice to alter the general form letter as a result of areas of interest mentioned by the donor. Comparing the documents Billings mentions (click here for texts) shows they only share formulaic opening and closing statements. They are fundamentally different. The TABOR "thank you" letter is specifically crafted to ongoing efforts in the campaign. Even taking Billings at his word, how is this "modified" form letter is not a form letter? One might claim by his logic that when you address a form letter it modifies it, too, and so such a "customized" form letter would not be a form letter either. Later, Becker admitted under questioning by commissioners that the identical TABOR thank you letter had, in fact, gone out to multiple TABOR donors. *** So, judge for yourself. Was Billings factually accurate when he answered "No" to the Commission staff's question: Is the Nov 6 letter from Bill Becker a form letter used by the MHPC to thank donors for contributions or other funds given to promote TABOR?
