Ginn Marvin out as Ethics Commission Chair

At the outset of the July 16th session of the Maine Ethics Commission, Assistant Attorney General Phyllis Gardiner "suggested" that the Commissioners "...might want to take action...about electing a new permanent chair."

Gardiner did not raise this issue during the Commission's May session immediately following former Commission Chair Drew Ketterer departure from the Commission in April. Last year, Ginn Marvin yielded the chair to Ketterer in October without explanation as the initial case against Maine Heritage Policy Center went forward. Then, as both her and Ketterer's terms of service ended in April, she reassumed her place as Chair. As she recalls, this may have been at Executive Director Wayne's prompting during what appears to have been a private discussion they had on the matter. 

At the May 14 session, Ginn Marvin recused herself from the Commission during a case investigating whether Maine Heritage Policy Center had properly disclosed contributions and expenditures for promoting last year's Taxpayer Bill of Rights ballot initiative. Ginn Marvin is MHPC's treasurer. 

The Commission did not meet in June. Gardiner made her "suggestion" that a new Chair was needed in the wake of revelations that Ginn Marvin had failed to disclose her role as Director on the MHPC board in the mandatory disclosure she made prior to her appointment to the Commission in 2004. 

After Gardiner raised the issue, Ginn Marvin offered that she would be "happy to continue" as Chair, a suggestion passed over without comment. Instead, Commissioner Mavoureen Thompson nominated Michael Friedman, the independent (unregistered) member of the Commission to that role. He was elected by a unanimous vote.
